SRLS has been involved on many large-scale projects throughout the firm’s history. Most recently, SRLS has achieved success in the acquisition and relocation services for the development of the Eastern Oklahoma County NE Loop Turnpike for the Oklahoma Turnpike Authority’s Driving Forward Program. SRLS has won numerous awards for its work, including being named as a joint recipient of the distinguished AASHTO President’s Team Award on the “Big I” reconstruction in New Mexico. AASHTO also jointly recognized SRLS with the AASHTO Pacesetter Award for its work on the Richardson Loop in Oklahoma. Additionally, SRLS was instrumental in the Right of Way success of IH-10/Katy Freeway Reconstruction project in Texas, which the International Right of Way Association (IRWA) recently designated one of the Top 10 North American Infrastructure Projects of the Past 75 Years.
Smith Roberts provided right of way services for acquisition and relocation activities on this 277-parcel project for the Oklahoma Turnpike Authority (OTA).  The EOC NE Loop is a part of the Authority’s Driving Forward Program.  This 21-mile new-build turnpike project included 13 parcels that were required to be processed according to Oklahoma Department of Transportation (ODOT) standards, policies

Eastern Oklahoma County (EOC) NE Loop – Oklahoma County, OK

Smith Roberts provided right of way services for acquisition and relocation activities on this 277-parcel project for the Oklahoma Turnpike Authority (OTA).  The EOC NE Loop is a part of the Authority’s Driving Forward Program.  This 21-mile new-build turnpike project included 13 parcels that were required to be processed according to Oklahoma Department of Transportation (ODOT) standards, policies & procedures due to their proximity and connectivity to I-40.  Our agents attended weekly right of way status meetings with Oversight and the Authority to ensure critical action items kept moving forward and the project on time. SRLS was able to close the vast majority of parcels by deed with very few acquired through condemnation.
DCP Midstream partnered with Smith-Roberts Land Services, Inc. and Roland Resources to provide acquisition support on multiple gathering lines across Oklahoma and Kansas with expansion into Texas. SRLS performed right of way services across four counties in Oklahoma and two in Kansas for a 12-inch main and multiple lateral fuel pipelines.

DCP Midstream partnered with Smith-Roberts Land Services, Inc. and Roland Resources to provide acquisition support on multiple gathering lines across Oklahoma and Kansas with expansion into Texas. SRLS performed right of way services across four counties in Oklahoma and two in Kansas for a 12-inch main and multiple lateral fuel pipelines.
SRLS completed acquisition and construction support activities on the West end of the 130-mile 345kV line. The line is was constructed to support the national grid expansion and increase reliability. The route started at the existing OG

Sunnyside to Hugo 345kV Lines

SRLS completed acquisition and construction support activities on the West end of the 130-mile 345kV line. The line is was constructed to support the national grid expansion and increase reliability. The route started at the existing OG&E Sunnyside Substation near Lone Grove, Oklahoma and ran to the Western Farmers Electric Cooperative substation near Hugo and Fort Towson, Oklahoma.
SRLS assisted UDOT on the 700 East projects. Specific task items included negotiation, title review, closing, relocation assistance and eminent domain assistance. SRLS acquired 136 parcels with a low condemnation rate of only 4%. The reconstruction of 700 East was an important UDOT project that increased roadway safety and improved flow of traffic for residents, businesses, and recreational users.

SRLS assisted UDOT on the 700 East projects. Specific task items included negotiation, title review, closing, relocation assistance and eminent domain assistance. SRLS acquired 136 parcels with a low condemnation rate of only 4%. Various Transmission Expansions - 138kV Lines

SRLS completed right of way services for various transmission line projects for Oklahoma Gas & Electric (OG&E) in Lincoln and Oklahoma Counties. Over 200 ownerships were affected on the following projects:

• Bellcow 138kV Transmission Line Expansion (17 miles)

• Garber 138kV Transmission Line Expansion (6 miles)

• Arcadia 138kV Transmission Line Expansion (2 miles)
SRLS provided full right of way services for high voltage power lines initiating at the Sooner Substation near Red Rock, Oklahoma. This project allowed Oklahoma Gas

Sooner to Cleveland 345kV Line

SRLS provided full right of way services for high voltage power lines initiating at the Sooner Substation near Red Rock, Oklahoma. This project allowed Oklahoma Gas & Electric (OG&E) to bring a 345kV circuit into the Cleveland Substation located within Osage County.
SRLS provided right of way and land acquisition assistance to the engineering firm HNTB for the acquisition of priority parcels along the planned route. This paramount project was the largest, highest profile project ever undertaken by Utah Department of Transportation. The planned corridor alleviates traffic congestion, supports economic development, improves mobility of goods, increases safety and accommodates additional population growth. Key details for the IH-15 Expansion are as follows: 
• Expands I-15 from American Fork to Provo 
•  Adds two travel lanes in both directions on I-15 
• Extends the carpool lane from University Parkway in Orem to Center Street in Provo

I-44 Reconstruction - Tulsa, OK

Smith-Roberts Land Services is proud to have provided full “turnkey” services for the Oklahoma Department of Transportation for this high-profile, politically-sensitive project.

SRLS secured 198 parcels through successful acquisitions and relocated 240 tenants. Resulting from this success, SRLS observed a condemnation rate of less than 1%.

The following services were provided by SRLS: appraisal, negotiated acquisitions, relocation advisory assistance, title services, closing services, property management, demolition advisory services and security control.
SRLS implemented management strategies and performed overall project management for right of way appraisals and appraisal reviews, acquisitions and relocation assistance, billboard sign removal and relocations to accommodate improvements to the I-25/I-40 Junction (The “Big I”) in Albuquerque. This project was very high profile and politically sensitive.  The “Big I” Reconstruction included an aggressive right of way acquisition schedule, utilizing preliminary design information to begin the appraisal and acquisition process. The New Mexico Highway and Transportation Department (NMDOT) policies and procedures for all right of way functions were streamlined; and innovative ideas were developed, presented and adopted by NMDOT and FHWA Reality Officer for implementation by the project team on this project. The implementation of these ideas, as well as streamlining the policies and procedures allowed for early project completion and program delivery without compromising the Federal Regulations and Uniform Act.

I-25 & I-40 - The "Big I" Reconstruction - Albuquerque, NM

SRLS implemented management strategies and performed overall project management for right of way appraisals and appraisal reviews, acquisitions and relocation assistance, billboard sign removal and relocations to accommodate improvements to the I-25/I-40 Junction (The “Big I”) in Albuquerque. This project was very high profile and politically sensitive. The “Big I” Reconstruction included an aggressive right of way acquisition schedule, utilizing preliminary design information to begin the appraisal and acquisition process. I-10 Katy Freeway - Houston, TX

Mark Bilyeu, President of Smith-Roberts Land Services, established the IH 10 team that was subsequently awarded the largest outsourced right of way project performed by the Texas Department of Transportation (TxDOT).

 This project involved the acquisition of 253 parcels and the relocation of over 600 residential and business displaces within a three-year period. Businesses affected on the project included multi-story office buildings, car dealerships, medical offices, recreational facilities, apartment complexes and a multitude of other users. 

The magnitude of these services was accentuated by TxDOT’s accelerated delivery schedule and driven by an operational need to get the facility improvements in place as soon as possible.

Wind Speed 345kV Lines - Sooner to Rose Hill

SRLS is providing the same services as in the Sunnyside to Hugo project, to OG&E on the Sooner to Rose Hill line which extends primarily from the existing OG&E Sooner Substation near Red Rock, Oklahoma North to the Kansas border. The 345kV line is scheduled to be complete in 2012.
This line serves the Centennial Wind Farm, one of the only wind farms to be wholly owned by an electric utility. OG

Wind Speed 345kV Line - Burns & McDonnell + OG&E

This line serves the Centennial Wind Farm, one of the only wind farms to be wholly owned by an electric utility. OG&E’s wind power program is one of the largest in the country with 170MW’s of power, enough electricity to power about 51,000 homes.

This double circuit 345kV steel monopole line had an extremely compressed acquisition schedule and is being constructed in a “design-build” manner. SRLS is currently involved in the final phases of construction damage settlements.
Lone Star Transmission, LLC., is building approximately 300 miles of new 345kV double circuit transmission lines to transfer wind-generated electricity from areas of West Texas to consumers throughout the state. The transmission lines cross the following counties: Scurry, Fisher, Jones, Mitchell, Taylor, Callahan, Shackelford, Stephens, Eastland, Palo Pinto, Erath, Comanche, Somervell, Johnson, Bosque, Hill, and Navarro. The line will use predominately concrete monopoles ranging from 100 to 120 feet in height. SRLS was contracted to provide Right-of-Entry and 30-year Title Search for 150 miles of the line. SRLS completed their contracted portion in early May of 2011.
