Mark W. Bilyeu, SR/WA, R/W-URAC

Mark is the President of Smith-Roberts Land Services, Inc. (SRLS) and has over twenty-five years of experience in all aspects of the Right of Way industry. Prior to becoming President of Smith-Roberts in 1995, Mark enjoyed a successful ten year career with another national field services company and prior to that worked with the Western Farmers Electric Cooperative for four years. Mark has managed numerous high profile transportation projects throughout Oklahoma, New Mexico, Texas and Utah for both private and public sector clients. He holds the IRWA SR/WA designation and is a past Board Member and Vice-Chair of the Right of Way Consultants Council. Mark is a graduate of Oklahoma State University.

In memoriam:

James R. Duncan 
Chief Financial Officer

James (Jim) Duncan, a long-time financial professional and Chief Financial Officer of SRLS, regrettably passed away on October 7, 2012 surrounded by those he loved.

Jim was a fully dedicated and empowering individual. He was an extremely dedicated husband, father, grandfather, and friend. His passions were Sooner football, traveling, attending concerts, and spending time with his family. He attended both SMU and OCU studying both ministry and business. Jim even served as a Pastor of the United Methodist Church of Terrell, Oklahoma in 1960.

Jim became the Chief Financial Officer of SRLS in 2000. His steady contributions to SRLS have helped to set it apart as a leader in the industry. Jim was admired by many for his work ethic, honesty, and integrity. Jim’s approachable personality made him an easy to work with peer. His expertise made him a ready resource for all employees to progress forward with their project assignments.

Jim’s life profoundly impacted all that had the pleasure of crossing paths with him. His legacy is one that will continue on as a testament to the great man that he was. He is — and will be — deeply missed.

Tim Head 
R/W-NAC, Area Manager

Tim Head, a long-time Right of Way professional and manager at SRLS, tragically passed away on Christmas Eve 2009 from injuries sustained in an automobile accident.

Tim was many things to many people. He was first and foremost a devoted husband and father. He was also a committed professional, a generous colleague and a devoted friend. Tim spent twenty years in the Right of Way profession initially with the Fort Worth District of TxDOT and then later as an Area Manager at SRLS, Texas, LLC. Tim held a Texas Real Estate license and also maintained an IRWA R/W-NAC certification. Tim graduated from Alvarado High School and then went on to attend the University of Texas and then Tarleton State University.

In addition to his love for the Right of Way profession, Tim also enjoyed spending time with his family, his church and the sport of baseball. Tim graduated from Joe Brinkman’s Umpire School in Coco Beach, FL, and served as a baseball umpire for 20 years (two years as a Minor League umpire) and a football referee for seven seasons. Tim was a charter member and Deacon at Heritage Church of Christ in Keller, TX.

Tim’s life touched everyone he knew; his contributions to his community were many and enduring. He is — and will be — deeply missed.
